The Meeting was held at the PAC/DPD Macon Office located at 630-A North Avenue , Macon , GA 31211 . The meeting was called to order at 10:15 AM .
Jiem Modeling Tool :
Pete Chambers talked about the warrant exchanges that he has worked on using the Jiem Modeling Tool. Marla Kosier suggested that Jim Martin , Chief Legal Council for the Georgia Public Defender Standards Council should be asked to participate in identifying the elements in the warrant data exchange for the Public Defender's office. Marla Kosier said that she would request a Jiem Book for Pete Chambers and Jay Harrell (PAC consultant).
Magistrate Court Software Upgrade Status :
Judge Pfieffer stated that the IKON software will be installed November 16-17, 2004 and that IKON would be working on the implementation after that. Jean asked about the bill for the Magistrate software and Rick said that he would be able to pay the bill (IKON).
Request For Proposal Development :
Nolan Martin volunteered to write the first draft of the RFP Business Rules to select a Data Integration vendor. He brought examples of other RFPs for other justice integration projects and gave copies of the examples to the other members. He suggested that the Business Rules should be a separate document and that the Jiem Modeling of the first warrant data exchange should serve as the technical document for specification requirements for the Data Integration program. Nolan Martin suggested that the RFP should include a “no bid” clause so that vendors would be able to bid even if they didn't meet all of the criteria outlined by the RFP. Nolan will send out a draft of the business aspects of the RFP to all of the members before the next meeting.
Nolan stated that it is very important to build a system that we will be able to support in the future. It will also be necessary to be able to easily add data exchanges and increase the capability of the system. He said that he thought it would be best if the system was managed at the district level.
Jean Rogers said that the system needs to be collaborative. Rick Malone stated that the only way to get reform is to get the data and the data is needed in order to drive funding. He stated that the Criminal Justice Coordinating Council (CJCC) will be s good source of funding through federal grants. He also stated that we should consider contracting to do the support for the system.
It was agreed that the project should start local and grow larger.
Teleconference With Amir Homes :
The group spoke on the telephone with Amir Homes who works for Search.org. He reviewed the work that had been done in the Jiem Modeling Tool for the warrant exchange and gave the group some detailed information on how to improve the exchanges. He said that the exchanges look very good and that he would be available for our next meeting scheduled for December 16, 2004 to review new work on the exchanges. He also offered advice in looking for a vendor for the Data Integration Software and recommended that we look at the vendors listed on the Search.org website.
Data Exchange Groups :
It was agreed that the members would continue to meet together on Fridays in small groups to work on modeling the warrant exchange in the Jiem Modeling Tool. The Cordele group will meet at the Law Enforcement Training facility in Cordele to work on their Jiem data exchange model. Other members outside of the Cordele area such as PAC and GPD SC will teleconference into the meetings if they are available to assist in the Jiem modeling process. It was agreed that Rick Malone, Lee Hampton , Marla Kosier and Jim Martin would meet before the next meeting to work on the warrant exchange for the Public Defender and District Attorney's offices.
Future Meeting :
The next meeting will be held at the Law Enforcement Training Facility in Cordele on December 16, 2004 at 10:00am .
