Meeting Minutes

July 19, 2005

 

The Meeting was held at the Crisp County Law Enforcement Center located at196 Hwy 300, Cordele , GA 31015 . Judge Pridgen called the meeting to order at 10:10 AM.

 

Judge Pridgen opened the meeting by saying that he thought the project was going extremely well. He then stated that the agenda needed to be amended with an extra item to be discussed by Chief Orrick of the Cordele Police Department.

 

Minutes for Prior Meetings – Corrections and Approval :

The minutes were approved.

 

Magistrate Court ICON Software Status :

Judge Pfeiffer said that the Magistrate Court was still converting the data but should be completed by the end of July 2005. He stated that the forms are the difficult part of the conversion but that this would not affect the data exchange project. The old system is still in place as they are running parallel to double check that the new system is working correctly.

 

Project Funding Status :

Lee Hampton talked about the funding at the last meeting. He said that they just found out that Enterpol, the Cordele Police Department's vendor wants to charge $43,000 to integrate the Cordele Police Department Enterpol program with our data exchange project. The representatives from Enterpol talked directly with Metatomix to troubleshoot what would be required and this is the estimate that they gave to Chief Orrick.

Chief Orrick said that Enterpol doesn't have any other clients in Georgia and that they didn't anticipate future customers here so that there was no incentive for them to go forward with this project. Chief Orrick said that the Police Department originally had an old AS400 system then they moved to this server-based system. They have about fourteen years of data. He said that they are very happy with the Enterpol program and the information they are able to maintain. Judge Pridgen suggested that if Enterpol was not going to be part of the data integration project that the Police Department might want to consider moving to a program that would be more cost effective and allow them to integrate with the rest of the project members.

Lee Hampton suggested that we move forward with the project and then come back and consider implementing the Cordele Police Department at a later date. He said that Enterpol's price of $43,000 was way too expensive at this time.

Judge Pridgen said that a vendor should need to meet an integration standard.

Jean Rogers said the Clerk's Authority's Real and Personal Property project set a standard and the vendors were required to adapt their software to meet the established standards. She said that most of the vendors actually picked up new business as result of the project. It may be a good idea to have a certification for vendors involved with this data integration project. This certification could be used by the vendors as a marketing tool. Judge Pridgen suggested that maybe Enterpol could pick up more business if they were part of this project.

The teleconference that Jay Harrell, Joel McLendon and Chief had with the Enterpol representative suggested that from a technical perspective Enterpol over estimated the cost of the project. They quoted 480 hours. Jay stated that it would be best to move ahead with the project and consider Enterpol at a later time. Judge Pridgen said that we may be able to find the funding to include Enterpol in the second phase of funding and that the short term solution would be just to move the project forward without including Enterpol.

Nolan Martin said that there are a couple of counties that may need to upgrade their software. The Sheriff's offices are all using Paragon but he thought that the Police Departments in the other counties may still be using a manual system.

Jean Rogers said that there is a real interest in our project. Nolan Martin commented that there are a lot of agencies that want to be part of this project. We may lose potential funding by not including some of these interested state agencies. The problem with including additional agencies is that we would lose some of the local control of the project. He mentioned that the AOC and the Council of Superior Court Judges would be interested in this project.

Jean Rogers said that we should wait for the second round of funding and then once we show success with the POC then there will be adequate funding. Jean said that in Crisp County there needs to be an appropriated budget to pay for ongoing costs of the project. Judge Pfeiffer said that we need to see what the actual cost to include Enterpol would be once the POC is actually working.

 

Vendor Status For Metatomix System Interface :

 

Other Business :

Lee Hampton said that he was very excited about the progress that has been made. Joel said that Metatomix should only take about one week after receiving all the information from the vendors to set up the exchanges. It really depends upon when the vendors are ready. Jay Harrell said that he thought we should have the POC up and running by September with real data flowing.

Jean Rogers said that she would phone Joe Hood to let him know about our progress. Pete Chambers asked where we stand with the second phase of the grant application. There was general discussion that we needed to make sure that the POC was actually working before going forward with the second phase of funding.

The domain website is up and running. Marla Kosier provided Joel with the Dreamweaver software that he needs to work on the new website.

 

Future Meeting :

The next meeting will be held at the Law Enforcement Training Facility located at 196 Hwy 300, Cordele , GA on August 19, 2005 at 10:00am.
