Crisp County Data Exchange Project

Meeting Minutes

March 11, 2005

The Meeting was held at the Crisp County Law Enforcement Center located at196 Hwy 300, Cordele , GA 31015 . Nolan Martin called the meeting to order at 10:10 AM.

Meeting Guests Introduced :

Everyone attending the meeting introduced themselves to the group. The meeting was larger than usual. Representatives from the Superior Court Clerks and law enforcement agencies from the three other counties in the Cordele Circuit, Wilcox, Dooly and Ben Hill attended the meeting.

Metatomix Demonstration :

Ray Porter and Sharad Raisinghani from Metatomix presented a demonstration and discussed their data integration software program. The majority of the meeting time was devoted to the Metatomix demonstration followed by a question and answer session. Some of the presentation highlights included a discussion of the software platform and required hardware. Also the program only requires a single logon and has a simple interface. The representatives stressed the fact that the program was “real time” solution and was not a data warehouse.

There was a discussion of incorporating both GCIC and NCIC information in the data exchange process. The network would require a secure VPN. The other key factor was the ability for the product to have both horizontal and vertical scaling.

The Metatomix representatives suggested that they could set up a limited number of exchanges for Crisp County and this “proof of concept” would be done at a significantly reduced rate. The representatives said that they would contact Joel McLendon with the details and that they would be able to meet with the technical members of the group to discuss the details of a “proof of concept.”

Other Business :

After the Metatomix demo, the group discussed the features and benefits of the Metatomix system and if it would be feasible to continue with a “proof of concept.” There was concern regarding the cost and if additional funds would be required who would pay.

Jiem Model :

Judge Pfeiffer asked several detailed questions regarding the Jiem Model for the project. Joel McLendon answered his questions and said that he would clarify the model to reflect his answers.

The group discussed the Jiem Model and agreed that it would be adequate for the RFP. Nolan Martin said that originally we had planned to send out the RFP on March 18 th but that we would need to move the date up and also consider whether we should go forward with the “proof of concept.” It was agreed that we would collect the names of certified vendors and should have at least ten vendors to send the RFP to once it is ready. It was agreed that even if we received feedback that if the responses are not within our budget than we would be able to reject them all.

Joe Hood suggested that it would be a good idea to apply for additional grant funding through CJCC. He said that the grant application is due at the end of April. He thought it would be a good idea to go ahead with a second round of funding while we are checking on the “proof of concept.”

Future Meeting :

The next meeting will be held at the Law Enforcement Training Facility located at 196 Hwy 300, Cordele , GA 31015 on April 22, 2005 at 10:00am.

The meeting was adjourned at 12:30pm.
